You commute with 50lbs of stuff?  If it is really more like 15lbs of
stuff then there are many companies which make panniers that convert
to backpacks.  I've used the Ortlieb adapter and the Arkel backpack
pannier looks nice too.

I don't know of any panniers with rolling wheels.
