I ran across a web site for a small (Canadian??) custom builder making 
really nice retro road bikes and they had a very similar front rack in 
chrome for sale, I believe.

Unfortunately I cannot remember the name of the company -- it was very 
small, not much more than a one-person operation I think, but with some 
beautiful bikes. I seem to remember that the headbadge depicted a yellow 
butterfly. If this rings a bell for anyone, please remind me of their name.
