. . . . . Old leather straps (belts) is good. I had new ones that shrunk
when they got wet for the first time. So tight, I could not undo the
buckles. Had to cut them off! Use old straps or pre-shrink new ones.
Better than elasticated things.

I have almost always had bad experiences with bungee-and-hook-type
straps. Sooner or later they loose their elasticity or the hook comes
loose or the strap gets caught in a moving part of the bike or the
object being held slides out and worse -- and always at the worst
possible time.
My solution was to switch to some old leather straps that I found in a
barn (like what we once used on suitcases). With enough extra holes they
are easily adjustable (and can be cinched well down), quite strong,
durable, need no attachment points, and can easily be stored away when
not in use.
Perhaps you could run such a pair of straps around your trailer case?
