I can't figure out what happens there -- you stay in one place and go

I did this one a couple summers ago -- it was a stupendous intro/survey 
of California. The first day coming out of the mountains had some 
incredibly exhilarating descents, equally incredible climbs on small 
roads with beautiful scenery and absolutely no traffic. It seemed as 
though each day had a different environment with different weather and 
terrain. You have to sit by the computer and register at the stroke of 
the hour they open registration. I was a few hours late and was on a 
waiting list.
