Do they really care about such a tiny niche? I imagine
not or there 
would be provisions for child carriers in buses, etc.

But I concur with Andrew that a safety should be used

safety should be used for any trailer you pull on
public roads.

Perhaps you're right.  During the 2000 campaign Gov
Bush stated he would put the healh of Corporate Ameica
ahead of the individual. Maybe they no longer care. 
I'm only quoting a ten-year-old statement made by a
trailer builder.
