Not for me.  I've used it a few times (usually in situations where
I was worried about having an issue).

I used it my first time on Amtrak, but it didn't seem to help.  I've
taken Amtrak 3 other times without using it and no one bothered me.

I find that the showercap makes it harder to access the carry handle,
so I leave it off of the bike most of the time.  I'll put it on before
going on a trip.
