U.S. Air is on the verge of bankruptcy (primarily due to the recent spike in fuel prices) and their agents have been instructed to get every cent they can from the passengers. Since no refunds are (ever) authorized it is unlikely the person will cancel their trip, therefore the airline has them over a barrel.
This happened to me several years ago (American Airlines). After writing several (ignored) letter to the airline I sued the baggage / ticket agent (the one who actually collected the money from me) in Small Claims Court. The airline was stunned as was the defendant -- the person who actually charged me the money. But it worked. A reimbursement check arrived within five days settling the case. (Note: If you sue the airlines you have to file at their corporate HQ which is a huge hassle. Just sue the person who said you owed the money.)
Never hesitate to use Small Claims and go for the jugular!
