Lynette, I hope you are not the only bike advocate at the hearing. It sounds like the hearing is stacked with recalcitrant property owners. 
My stepdaughter lives in Brooklyn. I am not certain if she works in Brooklyn or Manhattan, all I know is that at the business where she works the vice-president brings her bike into the building but the other employees are not allowed to, even though she has her own cubicle with enough space to stash her bike. She did ride her bike to work until one got stolen while chained on the street (no surprise there in New York), and then was bringing her bike into the building until her company was merged with another and the managment changed (see above). 

Of course a folding bike exception would not help her as for her demographic (mid-20's) folding bikes are not cool (I offered to buy her one).
