Correct. Germans used to come to the USA to get licensed, when US 
licenses were valid for Germans in their own country. Then that 
loophole was closed. Renate Franz of the International Bicycle 
History Conference reports also that people hold parties to celebrate 
getting a license, it's regarded as an achievement like graduating 
from high school or college..
