Wrong on two counts.

I cycle in London every week and believe me it is no longer traffic 
choked since congestion charging was introduced.  I cycle about three 
miles each way across central London from Kings Cross to Waterloo rail 
stations and meet relatively few motor vehicles other than taxis and 
buses and no traffic queues on the way.

There are still plenty of double decker buses as well - its just the 
ageing Routemaster ones that have been phased out - and about time too 
as their diesel engines were getting pretty smokey and access for 
wheelchair users really bad.
