The digits 30 go back to the old Postal Telegraph and
Associated Press wire days.  You can visit the files
section my ham radio yahoo group, QNC for a look at
all three parts of the Phillips Codes. There were
special ones for the New York Stock Exchange, the
Livestock grain markets, and baseball. 

An old AP operator told me that using his semi key and
the Phillips Codes he could send a story faster than
the guy on the typewriter could put on paper.
