I would rather call it a typical DUTCH bike (complete with simple  
shopping panniers.
It is a Dutch Gazelle, with a 3-speed Sturmy Archer hub gear.
In The Netherlands wheel reflection is obligatory.
Mostly it is applied to the tires (in this case only the rear tire),  
but a ring, like this bike has, is also used quite frequently.
The pedals also sport a reflector.
