Increasing the rake (offset) decreases the trail. They have an
inverse relationship.
I don't think handling with small wheels is quite simple enough to
just say that having the same trail as a large wheel bike will result
in similar handling. However I can say that every Bike Friday that
I've measured has had lower trail than what you'd find on standard
road racing, loaded touring, or mountain bikes.
