I lost two exterior case straps on my suitcase (on two different trips) before I got wise and duct taped the strap to the outside of the suitcase. It means the TSA (or foreign equivalent) probably opened up the cases to inspect.  When the TSA does this, they leave little love notes for you, but I don't know what the policy is in other countries.
