	(As I understand, the type of latch has changed and is different on  
newer bikes that older ones.  My answer might depend on what kind you  
have.  My experience is with the one that does not require you to  
touch it to work.)


	There may be something sticky about the latch, or you may be doing  
things in the wrong sequence.  Try this:

	--Fold the bike.

	--Pull on the silver part of the latch.  It should come out an inch  
or so but remain attached to the cable.  (If it doesn't pull out  
smoothly and easily, this could be your problem.)

	--Unfold the bike, making sure that the three actions are done in  
proper sequence:  1) raise the stem all the way, 2) push the wheels  
apart,  [As you do this, watch the stem latch.  Make sure it grabs  
both lips of metal.  It's easy to hold the bike so that the stem is  
not all the way up; make sure it's all the way up with lips solidly  
together.] 3) raise the seat.

	It should work smoothly and properly.  If it does not, something's  
wrong.  Take photos of the latch with the stem folded, with the stem  
at the angle where the latch starts to engage, and with the stem all  
the way up.  Post those photos somewhere we can see them.
