I suspect any tire may blow from over-heated rims with constant braking going downhill.  I have descended  several mountain passes in France including L'Alp d'Huez, Col de Galibier and Col de Lauteret, off the top of Haas pass in New Zealand, down multiple passes across the Appenines in Italy, and down Haleakala in Maui and  never had a tire blow.  I do, however, tend to go fast and only feather my brakes as necessary and only brake hard to slow down for the switch backs and obstacles.   My wife is a bit more conservative and tends to brake more but also has not blown a tire.  I have both a Pocket Rocket and Air Friday, my wife has a petit Pocket Rocket Pro.
