[Yak] slick tires and lousy surfaces

Since the minimum velocity for the onset of hydroplaning is, in mph, 9x
the square root of the tire pressure in psi (7.7x for a locked wheel)
its unlikely that you will ever manage it on a bicycle.  To hydroplane
at 18mph you would need a tyre pressure lower than 4psi and its pretty
difficult to cycle that fast in the wet on tyres that flat ;-)
