Vol 5, No 1 and No 3 of Bicycle Quarterly has tire tests which try to
understand what makes a low rolling resistance tire. Vol 6, No 1 has
aerodynamic testing of real world bicycles and parts (and answers
questions like how much aerodynamic resistance do you get from wearing
a loose jacket). Vol 5 No 1 also contains the article "Randonneuring
Basics: How to Make Your Bike Faster" which looks at aerodynamics vs
rolling resistance vs weight factors at a variety of speeds.
The magazine is not a strict scientific journal, but it is closer than
anything else out there that I've read. The technical articles are
peer reviewed by other engineers and scientists interested in bicycles
such as Frank Berto and Jim Papadopoulos.
You might also enjoy the book Bicycling Science by David Wilson.
