[Yak] NWT Tire size options

Hi, I have a NWT and would like to consider wider tires. I am presently using Primo Comet 1.35 tires on what I believe are 406 rims. I really don't know for sure what the numbers mean, but I think I would like to get a tire that is 1.75 or 2.0 based on the roads I ride on. At the very least a 1.5. Is this something that should probably be able to be done with the rims I have? Will there be much likelihood of needing to replace the brakes if I stay with the same rims?

I copied my mail to the comments section of the blog and she responded to it to say that it was the Tubus rack. Her rear rack was the custom one. But in fact any rear rack would fit - I have a Blackburn (or Blackburn-lookalike) on mine and it has happilly carried the kitchen sink for years.
