Sticking stems, this is pretty common issue, especially when the stem  
is not removed very often.  Use the combination headset pedal wrench  
that came with the bike, the wrench is thin enough to slide the  
headset end under the lip of the steering tube fitting where it enters  
the head tube.  A slight prying action will make to job very easy.   
Lubing the tubing, as others have mentioned may permanently correct  
the problem but it hasn't for me but it never hurts anything either.
