Or maybe someone would buy your rear wheel and you could buy another

No Sturmey-Archer drum brake I've seen has the heat dissipation a 
tandem drag brake Ought to have. do you know of a new and different one?

A disc brake used only as a drag brake (use the rim brake for abrupt 
stops) would be OK on a front wheel, though the rear wheel is 
preferable. I wonder how it would affect packing the bike, though. 
Probably OK with the disc upwards, though it could require moving the 
crush protector.
