[Yak] How to attach U lock to NWT

When I take a lock on my Tikit, I put in on the bottom of an Arkel TailRider
bag on my rear rack. It is a clean solution, the bike can still fold with
the tail bag on the rack, and the padding in the bottom of the bag is just
enough to keep the lock from banging against the rack.

The goal is to overcome the deliberate nature of the process

I can't figure out a place for the clip attachment that came with the lock
and it isn't a terribly elegant solution anyway, so I've tried a number of
other options. My NWT has the folding rear rack, and the lock fits pretty
well with the U lying along the front struts and the lock behind the little
raised loop at the front of the flat top of the rack. I put a bungie around
the U, but when I hit a good bump the lock slides a bit to the side and I
get heel strikes on the U. I tried putting the U on the top of the rack with
the lock in front of the raised loop and the bungie to hold it down, but
that makes it hard to remove/install my Ortlieb bags. So now the lock rides
around in the bag, but that means that the bag goes whenever I do which is
not what I want.

Any ideas for brackets or whatever to prevent the lock moving around so I
can put it somewhere on the rear rack? I think the front struts of the
folding rack are the best choice; the U uprights lay right along the flat
bar struts, and the lock fits nicely behind the forward/top loop. Even
doubling up the bungie doesn't help the sideways shift. I don't want to
carry it on the handlebar or in a backpack.
