[Yak] Chain spacing on a Family Tandem

I may have asked this question before:

On our Family Tandem, on the rear crank, there is the chain guard; a
spacer; the outer chainring; the crank; the inner chainring; and a
spacer.

Is the correct order of things?

The two chains clear by about a zillionth of an inch and sometimes rub.

I could move the inner chainring in by reversing it's position with
the 2nd spacer.

But this would mess up the alignment with the front chainring.

Should I use a narrower chain for the timing chain?

Should I move the inner chainring in on the rear with the spacer, and
also move the front chainring towards the center of the bike with a
spacer?
