Yes, you should be able to mount the brake levers on the 'horns' of the 'bars.  You may find that your current brake cables are too short and will have to buy new cables.  I am pretty sure I saw photos of Lynette Chiang's bike set up with the brake levers set up this way and with handlebar gear controllers at the trailing end of the 'horns'.  

I too find that riding with straight bars is very uncomfortable for any length of time and think that you are on the right track with your changes.

I have suffered from pain in my wrists riding my Llama for a while. When
analysing the cause, I worked out that since my hands are on the brake
levers (of my BF touring H-bar) most of the time when I ride into work,
they are in a very unnatural position. 
In order to relieve my wrists, I believe I have two options:

1. keep the H-bars and move the brake levers onto the 'horns'. 

Will I be able to use the existing levers or will I have to buy road
levers? 

Is this a safe braking position, i.e. won't my hands slip off?

2. put on a more ergonomic handlebar, which allows for more than one
hand-position, bar-end shifters, and easy-to-reach brake levers for
riding in Lisbon traffic.

Any suggestions or ideas?
